Healthy Homes Standards & Compliance: A Guide for Hamilton Landlords
As of July 1, 2025, all private rental properties in New Zealand are required to comply with the Healthy Homes Standards.In 2026, compliance is no longer a “future goal” – it is a legal must-have for every tenancy.

1. The Five Essential Standards
Every rental property we manage must meet these five specific criteria:
- 1. Heating
The main living room must have a fixed heater (such as a heat pump or wood burner) capable of heating the space to at least 18°C on the coldest day of the year.
– Note: Portable electric heaters and unflued gas heaters do not count toward compliance. - Insulation
Ceiling and underfloor insulation must meet the minimum R-value requirements for the Waikato region. In 2026, most older properties have had their insulation topped up to meet the current R2.9 (ceiling) and R1.3 (underfloor) benchmarks. - Ventilation
All habitable rooms (bedrooms, dining, living) must have at least one window or door that opens to the outside. Additionally, kitchens and bathrooms must have externally vented extractor fans to prevent moisture buildup and mold. - Moisture Ingress & Drainage
Properties must have efficient drainage and guttering. If your home has an enclosed subfloor (a basement or crawlspace), a ground moisture barrier (polythene sheet) must be installed to stop dampness from rising into the home. - Draught Stopping
Landlords must block any “unreasonable” gaps or holes in walls, ceilings, windows, and doors that cause noticeable draughts. This includes sealing up unused open fireplaces and chimneys.

- Financial Penalties: The Tenancy Tribunal can award exemplary damages of up to $7,200 against landlords who fail to comply.

Q: Are there any exemptions to the standards?
